Delegate Miller, J. moves to amend the draft bill on page two, at line five, beginning with the word "plus" by striking the following:

"plus a variable component comprised of either the tax imposed by section eighteen-b, article fifteen of this chapter or the tax imposed under section thirteen-a, article fifteen-a of this chapter, as applicable:"

and

on page two at line twelve, beginning with the word "Provided" by striking the following:

" Provided, further however, That the variable component shall be equal to five percent of the average wholesale price of the motor fuel:"

and

on page ten at line twenty-four by striking the word "2004" and inserting in lieu thereof the word "2010":

and

on page eleven at line two, following the word "are" by inserting the word "not"
